The International Bank for Reconstruction and Development (“World Bank“) and its officers, agents, employees, and content providers maintain this website (the “Platform”) as part of their efforts to provide broad public access to data and information for development. We encourage Users to use the information and data it contains, as well as communication tools designed to facilitate this use. Unless explicitly stated otherwise, the Platform, its data, communication tools, and any new tools made available that alter or improve the use of the Platform or the data shall be subject to this Agreement (“Terms and Conditions” or “PUMA Terms and Conditions”).
By using the Platform, Users acknowledge that they have read, understood, and agree to be bound by the PUMA Terms and Conditions, as well as the general terms and conditions of the World Bank, which can be found here: web.worldbank.org/WBSITE/EXTERNAL/0,,contentMDK:20146401~pagePK:50016803~piPK:50016805~theSitePK:13,00.html.
The World Bank general terms and conditions are incorporated herein by reference. Where these PUMA Terms and Conditions conflict with the World Bank general terms and conditions, these PUMA Terms and Conditions shall control.
These Terms and Conditions may be amended by the World Bank from time to time at its sole discretion. As new data continues to be added to the Platform, and terms and conditions for use of that data may change, Users should check back here for the latest Terms and Conditions before using the Platform or accessing or using any data.
The Platform for Urban Management and Analysis (“PUMA”) is an online geospatial software tool created by the World Bank as part of its East Asia and Pacific Urban Flagship study. PUMA allows Users with no prior experience in geographic information systems to access, analyze and share urban spatial data in an interactive and customizable way. For example, maps and graphs on urban expansion may allow researchers and policy makers to understand broad trends in urbanization, while more detailed data on land use in individual cities can help inform land use planning decisions.
In using and interacting with the Platform, Users agree that they will use the Platform only as it is intended, and Users agree to not engage in activity that harms the World Bank, other users, or others. For example, Users agree that they shall not:
Intellectual Property and Rights to Use Materials
Data extracted or downloaded from the Platform may be used by Users subject to compliance with certain license terms, but the World Bank still retains any existing copyright to all of the data on the Platform, unless specifically noted to the contrary.
Unless otherwise labeled, data in the Platform was generated, and is owned by, the World Bank. The data, and visualizations and projects using this data, may be downloaded, exported, and used if a User complies with the terms of a Creative Commons Attribution license (CC BY 3.0 IGO). The full terms of this license, including the restrictions on use that any User agrees to accept, can be found at:
Regardless of any other license terms governing the use of data, any use of the data or its content must be attributed to the World Bank and its content providers with a notice in the following format:

This example reflects minimum attribution requirements. For academic citation purposes, more complete attribution can be given in compliance with standard academic practices.
Some data within the PUMA Platform is not generated or owned by the World Bank, but is provided and generated by third parties.This data may not be available subject to the CC BY license, but under different terms. This data is clearly labeled, generally by an “I” icon, and is available for extraction and download under the specific license terms provided with the data.

Nothing in these Terms and Conditions may be interpreted to reduce, limit or restrict the exclusive rights of the owner(s) of the information, documents and materials contained in the Platform under copyright law, neighboring rights law, database law or other applicable laws.
Unless a User has made a specific agreement with the World Bank to the contrary, if a User uses data or information from the Platform under CC BY or other licenses, and then creates adaptations of that data or information for any purpose, the following explanation to the adaptation shall be added after the attribution language:
“This is an adaptation of an original work by the World Bank. Responsibility for the views and opinions expressed in the adaptation rests solely with the author or authors of the adaptation and are not endorsed by the World Bank.”
A User may not publicly represent or imply that the World Bank is participating in, or has sponsored, approved or endorsed the manner or purpose of the User’s use or reproduction of data and information from the Platform. The World Bank retains all rights to prosecute, to the fullest extent of the law, any use of its data and information in a manner that falsifies, misrepresents, disparages or fraudulently uses the data, or disparages or harms the reputation of the World Bank.
Nothing in these Terms and Conditions shall constitute or be considered an authorization to use the name, emblem or official seal of any of the World Bank Group institutions or any abbreviation of such name for advertising or for any other purposes. The World Bank name and logo are property of the World Bank, and subject to the intellectual property rights of The World Bank. The grant of any license to use materials from the Platform does not convey or suggest, directly or indirectly, endorsement or support by the World Bank of any services or products. Neither the name of the World Bank nor the names of its contributors may be used to endorse or promote products as a result of use of Platform materials.
Disclaimers, Releases, and Limitations on Liability
The maps displayed on the PUMA Platform are for reference only. The boundaries, colors, denominations and any other information shown on these maps do not imply, on the part of the World Bank, any judgment on the legal status of any territory, or any endorsement or acceptance of such boundaries.
Use of the PUMA Platform is at the Users’ own sole risk. The World Bank provides the Platform and its data “AS IS” and “AS AVAILABLE.” Under no circumstances shall the World Bank, any other member of the World Bank Group, or any other content provider, be liable for any loss, damage, liability or expense incurred or suffered which is claimed to result from use of or in connection with any activity in relation to the PUMA Platform or as a result of the transmission or disclosure of confidential or partially disclosed Content or Information (including, without limitation, anything – including any tools made available through this Platform – that may personally identify Users or their location) through the access to or use of the PUMA Platform or any Interactive Tool or otherwise provided thereby, including without limitation, any fault, error, omission, interruption or delay with respect thereto as well of any loss, misuse, unauthorized access, disclosure, unauthorized distribution, modification or destruction of Content or Information provided or transmitted by Users or by forging of Users’ e-mail or access information.
Other parties may have ownership interests in some of the materials contained on this Platform. The World Bank in no way represents or warrants that it owns or controls all rights in materials, and the World Bank will not be liable to Users for any claims brought against them by third parties in connection with their use of any materials.
This Platform may contain data, advice, opinions, and statements of various content providers. Information in the tool is provided for informational purposes only and does not constitute legal, policy, or scientific advice or service. The World Bank makes no warranties or representations, express or implied, as to the accuracy or reliability of the data or the tools contained therein. Users should seek qualified expert advice for specific diagnosis and analysis of a particular project. Any use thereof or reliance thereon of this Platform is at the User’s own sole and independent discretion and responsibility.
This Platform and the data it contains do not imply any opinion, judgment or endorsement on the part of the World Bank. In no event will the World Bank be liable for any form of damage arising from the application or misapplication of the software on the Platform, or any associated materials. The findings, interpretations, and conclusions expressed in the Materials in this Platform are those of the various contributors to the Platform and are not necessarily those of The World Bank Group’s Boards of Executive Directors or its member countries.
The World Bank reserves the right at any time and from time to time to modify or discontinue, temporarily or permanently, the Platform and any means of accessing or utilizing the Platform at our sole discretion with or without prior notice to Users. Similarly, the World Bank may at its sole discretion, under any circumstances, for any or no reason whatsoever and with or without prior notice to Users, terminate the Users’ access to the Platform and any means of accessing or utilizing the Platform.
The World Bank assumes no responsibility for monitoring the Platform for inappropriate content or conduct. If at any time the World Bank chooses, in its sole discretion to monitor the Platform, the World Bank nonetheless assumes no responsibility for the content of the Platform, no obligation to modify or remove any inappropriate content, and no responsibility for the conduct of any User in submitting any such content.
Some applications and/or transactions with the Platform may require a User to register and have a unique member account, with a User name and password combination in order to access and use certain features or functions of the Platform. To register, Users may be asked for certain Personal Information. Except as specifically provided for in the Platform or herein, the Personal Information provided is only used for technical and customer administration and evaluation of the Platform and may be shared with third parties only for these purposes. Examples of this type of data include statistics on which pages are most popular and which are least popular. The data collected is not intended to be traced back to a particular individual/User. Instead, the purpose of this data collection is so that the World Bank can better understand the preferences of its visitors and improve this Platform and its services. In this regard, Users grant the World Bank a right to use the data collected.
The World Bank will not use Personal Data for marketing purposes; neither will it share Personal Information with outside parties for those purposes. Nevertheless, the World Bank may conserve or release Personal Information if required to do so by the applicable law of a specific jurisdiction or in the belief that such an action is necessary to comply with legal process, enforce the present Terms and Conditions, respond to claims that any content violates the rights of third parties, or protect the World Bank’s rights and property. In addition, PUMA developers may store email addresses provided by users to generate a mailing list.
Registering for certain applications or Interactive Tools is optional. If a User chooses not to register or provide Personal Information, he or she can still use the Platform. However, Users who choose not to do so will not be able to use some Interactive Tools or applications or to perform certain actions, such as download information or to receive certain communications, such as emails and newsletters.
A User is entitled to cancel his or her member account at any time.
When a User registers on the Platform, the Platform will set a cookie on the User’s computer’s hard drive that enables him or her to manage his or her subscriptions and online profile. By setting this cookie, the Platform will remember that User the next time he or she visits the Platform and will not bother him or her by asking questions that have already been answered (like address information). However, Users are always free to decline our cookies if their browser permits, although in that case, Users may not be able to use certain features and may be required to re-enter information more frequently to use certain services on the Platform.
Preservation of Privileges and Immunities
Nothing herein shall constitute or be considered to be a limitation upon or a waiver of the privileges and immunities of the World Bank, which are specifically reserved.
Any dispute between The World Bank and a User arising out of, or in connection with, the Platform or his or her use of the Platform that cannot be amicably settled between the parties to such dispute shall be arbitrated in accordance with the Commercial Arbitration Rules of the American Arbitration Association then in effect by one arbitrator appointed in accordance with those rules. The arbitration shall take place in the District of Columbia. Any resulting arbitration decision shall be final and binding on both parties. Judgment upon any arbitration award in favor of The World Bank may be entered in any court having jurisdiction thereof.
No agency, partnership, joint venture, employer-employee, or franchiser-franchisee relationship is intended or created by these Terms and Conditions. Users agree not to make any public statements that assert or imply any relationship with the World Bank, unless Users have the World Bank’s prior written approval.
